The Superintendent of Schools
The chief executive officer (CEO) of a school system is the superintendent of schools. The superintendent is responsible for the day-to-day operations of the school district, including:
- Policy: Developing, recommending, and implementing policies for the board of education to approve
- Budgeting: Preparing and recommending the annual budget to the board
- Personnel: Hiring of certified and non certified faculty and staff
- Relationship to Boards of Ed: The Superintendent is an ex officio, nonvoting, member of the Region 1 School Board and provides indirect and direct assistance to each of the Boards as is covered in the 2015 Joint Employment Agreement.

Melony Brady-Shanley began her educational career in Hartford in 2001. She quickly realized that leadership and transformational instruction were at the heart of her work. She became the founding principal of the first K-8 STEM school in New England, Annie Fisher STEM Magnet School, while simultaneously overseeing the opening of several other STEM schools in multiple districts throughout the state. She and her team successfully led Annie Fisher STEM Magnet School to become a National Blue Ribbon School. Melony spent 14 years working for Hartford Public Schools and held various leadership roles, including serving as the Principal of Hartford Public High School.
Following her time in Hartford, she served the Consolidated School District of New Britain as the Assistant Chief Talent Officer, overseeing 18 schools and 30-plus administrators.
From 2017 to 2024, Melony has served as the Superintendent of Winchester Public Schools. Upon entering the Winchester Public Schools, Melony took the district out of the State Department of Education’s Receivership Program. A core focus of the district work was building trusting relationships with the town along with re-establishing a strong instructional program.
Melony holds the following degrees: Bachelors of Science in Education from Slippery Rock University in Pennsylvania, a Master’s Degree in Educational Leadership from Central Connecticut State University, a 6th year Degree in Educational Leadership from Central Connecticut State University and her Superintendent’s Certification from Central Connecticut State University.
