Frequently Asked Questions
1. I have completed a CPR/AED/FA course outside school. Can I submit my certificate? Yes. Please email your certificate to the HR department. Your training status will be updated accordingly.
2. I completed the “Identification & Prevention of Adult Sexual Misconduct Against Children” (ID&P ASMAC) course, but it is not marked as completed. Why? This course requires completion in two separate locations:

3. I finished the ID&P ASMAC course on the DCF website, but didn’t receive a certificate. What should I do? You’ll need to retrieve your certificate from the DCF website:
- Visit the DCF training page.
- Click “Go To My Classroom” in the upper left corner.
- Enter your email and click “Forgot Password”.
- Follow the link sent to your email.
- Once logged in, view your certificate under the “Completed” section.
4. I logged into My Classroom on the DCF website, and my certificate isn’t showing. What do I do? Unfortunately, there is no direct contact listed on the DCF site. If your certificate is missing, the best course of action is to retake the training to ensure completion.
5. I uploaded my DCF certificate to Frontline, but the course still shows incomplete. Why? You did not finish the SafeSchools portion of the course.
- Log in to SafeSchools.
- Click the course title and review which modules are still incomplete.
- Follow the steps provided in the Instructions for completing the ID&P ASMAC course linked above.
6. I’m having issues moving to the next screen in a course in SafeSchools. What should I do? Follow these steps to resolve technical issues:
- Click the “Reset” button at the bottom of the course screen.
- If issues persist:
- Clear your browser’s cache and cookies.
- Close all windows and restart your device.
- Reopen only one tab and access the Vector SafeSchools platform. 💡This step is crucial for performance on school equipment. If issues continue, please try another device before contacting HR.
Employment Opportunities

Our available opportunities are separated into three categories:
- External – anyone interested and qualified may apply for,
- Internal – full or part-time Region 1 employees may apply for (substitutes and tutors are not considered employees)
- Daily – Daily positions are available for substitute teachers, paraprofessionals, and tutors. Substitute teachers are paid $135 per day, and substitute paraprofessionals are paid $102 per day. These positions are temporary, at-will employees and do not include additional employee benefits.
All potential applicants should:

- Submit their application by the end of the position’s posted closing date,

Open Enrollment
- What is open enrollment? Open Enrollment is the annual period when employees can enroll in, unenroll from, or make changes to their health, dental, and vision insurance coverage.
- How does open enrollment work? During this time, employees can review their current benefits and make necessary adjustments. Because these benefits are paid with pre-tax funds, the IRS requires a qualifying life event (such as marriage, the birth of a child, or loss of other coverage) to make changes outside of the Open Enrollment period.
- When is open enrollment? May 1 – May 31 of each year.
- What changes can be made? Employees can enroll, unenroll, or modify their health, dental, and vision insurance, add or remove dependents, and update beneficiary information (if applicable).
- What is the effective date for changes? July 1
- Impact of Pre-Tax Deductions & Qualifying Life Events: Once Open Enrollment closes, changes generally cannot be made unless the employee has a qualifying life event (marriage, birth/adoption of a child, divorce, loss of other coverage, etc.). Employees should consider any expected life changes when making elections.
- What is a qualifying life event? A Qualifying Life Event (QLE) is a significant change in your life—such as getting married, having a baby, or losing other health coverage—that allows you to make changes to your benefits outside of the Open Enrollment period. Common Qualifying Life Events include:
- Marriage, divorce, or legal separation
- Birth or adoption of a child
- Loss or gain of other health coverage
- Change in employment status (e.g., full-time to part-time)
- Dependent aging out of coverage (usually at age 26)
- Changes in residence
- Other special circumstances, such as a court order requiring coverage and gaining eligibility for Marketplace coverage during a special enrollment period
- Are there any other benefits I should consider? Life insurance beneficiaries change and enroll in a cafeteria plan (Section 125).
- What happens if you don’t take action? Health, dental, and vision insurance will automatically roll over to the new plan year if no changes are made. Cafeteria Plan (Section 125) participants must re-enroll annually to maintain participation.
- How do I enroll or submit changes to my health, dental, or vision insurance? Log in to Frontline Central and click My Forms>Forms I Can Start. In the search bar, type “health.” On the form titled “RSD1 – Health/Denta Enrollment/Coverage Chg. Form”, click Complete Form and fill out the form.
- How do I enroll in the Cafeteria Plan (Section 125) plan? Log in to Frontline Central and click My Forms>Forms I Can Start. In the search bar, type “section.” On the form titled “RSD1 – Section 125 Enrollment Form”, click Complete Form and fill out the form.

Health / Dental Benefits
Regional School District No. 1 is part of the CT Partnership Plan 2.0 (SPP2.0). The Medical, Dental, and Prescription Drug Coverage through SPP2.0 aligns with coverage offered to State of Connecticut employees and other Partnership Plan groups, including municipalities, boards of education, and other public entities.
- Medical Benefit Summary – Administered by Anthem State BlueCare POS.
- Anthem.com – We recommend you create an online account. An online account will give you access to your benefits, plan details, ID cards, service limits, claims, etc.
- Dental Benefit Summary – Administered by Cigna.
- Vision Benefit Summary – Administered by Cigna.
- CT Partnership Plan Health Enhancement Program (HEP) – Managed by Quantum Health.
- Quantum Health – It is important to create an online account for you and your family members, as Quantum keeps track of your health plan activities and will show you the status of each activity.

- The maximum annual contribution limit into a Health Care FSA for 2023 is $3,050 and is projected to increase to $3,200 in 2024.
- The maximum annual contribution limit into a Dependent Care FSA for 2023 is $5,000 (family) and $2,500 (married, filing separately).
403b and 457(b) Retirement Plans
- 403(b) Contribution Limit: 2025 – $23,500 – Employees age 50 or over at the end of the calendar year can also make catch-up contributions of $7,500, bringing their total contribution limit to $31,000. Frequently Asked Questions
- Q. How often will I be paid? A. Every two weeks.
- Q. Where do I change my W-4 tax withholding, address change, direct deposit, 403(b) or 457(b) contribution? A. All these payroll changes can be made by logging into Frontline Central and following these simple steps:
- Navigate to My Forms and select Forms I Can Start
- In the search bar, type a keyword related to the form you need, such as “tuition,” request,”, “curriculum,” W-4,” and press Enter.
- Once you find the desired form, click on Start This Form on the right-hand side to begin.
- Q. Why is the amount on my final pay stub different than what is listed on my W-2? A. You contributed to a 403(b) or 457(b) plan. You were enrolled in your employer’s health/dental insurance plan, a pre-tax deduction.
- Q. How do I change dependents enrolled in my health insurance? A. Log into Frontline Central, go to My Forms>Forms I Can Start, and search for “health,” then choose the correct enrollment/coverage change form for your school and click Start This Form.
- Q. Can you help me with Medicare? A. While we are here to support you with your benefits and answer questions to the best of our ability, we recommend contacting the Medicare office directly or visiting their official website for comprehensive information or assistance. Medicare has specific guidelines and resources to help you with enrollment, coverage options, and any eligibility questions. You may find the “You Have Choices” brochure from the State of Connecticut particularly helpful. This brochure includes a section on Medicare that outlines options and resources available to you. Federal Family & Medical Leave Act (FMLA)
The Family and Medical Leave Act (FMLA) is a federal law that provides eligible employees with job-protected leave for qualifying medical and family reasons. FMLA ensures that employees can take time off for their own serious health condition, to care for a family member, or for certain family events—such as the birth or adoption of a child—without losing their position or benefits.

Connecticut Family & Medical Leave Act (CT FMLA)
The Connecticut Family and Medical Leave Act (CT FMLA) is a state law that provides eligible employees with job-protected, unpaid leave for certain family and medical reasons. This program allows you to take time off for your own serious health condition, to care for a family member, or for specific family events, such as the birth or adoption of a child, without fear of losing your job or benefits.
CT FMLA is separate from Federal FMLA and has different eligibility rules and leave entitlements.

How to Apply for FMLA and CT FMLA through Frontline Central
- Log in to your Frontline Central account.
- Click My Forms from the main menu.
- Select Forms I Can Start.
- In the search box, type FMLA and press Enter/Return.
- A list of FMLA-related forms will appear.
- Find the correct form and click Start This Form on the right-hand side of the form title.

Connecticut Paid Leave (CTPL)
The Connecticut Paid Leave (CTPL) program offers income replacement benefits to eligible employees who need to take time off work for specific family or medical reasons. While CT FMLA offers job protection, CT Paid Leave helps replace a portion of your wages during your approved leave.
Employees apply for CTPL benefits directly through the CT Paid Leave Authority, not through the district.

Reporting an Injury:
Report the injury to your Administrator immediately whether or not you require medical attention.
Complete a First Report of Injury form by logging into Frontline Central, clicking MyForms>Forms I Can Start, and completing the appropriate Employer’s First Report of Injury form for your school/dept. Examples: (1) You are a special education teacher at Lee H. Kellogg, you would complete the form PS – Employer’s First Report of Injury. (2) You are a social studies teacher at Salisbury Central School; you would complete the SAL – Employer’s First Report of Injury. NOTE: School names are abbreviated as follows. LHK – Lee H. Kellogg School – CCS – Cornwall Consolidated School – KCS – Kent Center School – NCES – North Canaan Elementary School – SAL – Salisbury Central School – HS – HVRHS – PS – Pupil Services Center
If you need to be absent from work due to your injury (i.e., you have a medical note putting you out of work), report the absence in Frontline Absence Management using the “Personal Illness or Personal/Family Ill” absence reason depending on which code is appropriate in your school/department. NOTE: if the school’s Worker’s Comp. carrier approves the absence, the code will be changed to “Worker’s Comp.”
