Lisa B. Carter Appointed Region 1 Superintendent of Schools


FALLS VILLAGE – On Wednesday, December 16, 2020 the Lisa B. Carter became the newly appointed Superintendent of Schools for the Regional School District #1. Ms. Carter, who has been acting as the Interim Superintendent since the retirement of Dr. Pam Vogel on June 30, was unanimously approved by all members of the seven district Boards of Education within the Region.


Carter, an educator in Region 1 for more than 17 years, has served as the Assistant  Superintendent since 2016. Prior to that, she was the Principal of Salisbury Central School from 2011-2016. She began her education career in 2003 as a Social Studies teacher at Housatonic Valley Regional High School, where, in addition to being an exceptional teacher, she collaborated with her colleagues to initiate the student exchange with China and the Civic Life Project.


Prior to teaching, Carter worked for the U.S. State Department and for Union Oil Company of California, where she focused on the development of programs and relationships in China.


She also served as a general management consultant with the Hay Group, specializing in organizational effectiveness and management succession planning.


Ms. Carter holds a B.S. in Mandarin Chinese and Business from Georgetown University, a Master’s in Business Administration from the University of Southern California, and a Sixth Year in Educational Leadership from Central Connecticut State University (CCSU). She completed the coursework to obtain the 093 certificate, required for the Superintendency, at CCSU as well. 


While the Region 1 Search Committee, made up of the seven board of education chairs in Region 1,  initially planned on conducting a formal search process to select its new Superintendent, after six months the group determined that Ms. Carter would be the best candidate for this time given her experience and history in Region 1.


Dr. Joseph Erardi,  an executive search consultant and former superintendent, met with Principals and Region 1 school leadership teams to collect their input about the appointment of the next superintendent and worked with the Boards of Education to help them make the final decision.

 

Region 1 Board of Education chair Pat Mechare said:

“All of us on the Regional School District #1 Board of Education are pleased that Lisa has accepted the position of Superintendent.  She has done a fine job during a difficult time.  We look forward to an outstanding working relationship as we move toward new and exciting horizons.”


Salisbury Central School BOE and ABC Committee Chair David Valcin said:

“It has been my privilege to work with Lisa Carter for the past 9 years. I believe our schools are profoundly fortunate to have selected her as our Superintendent of Schools. She has always been a remarkable educational leader and a fearless champion for all our students. Her ability to create collegial and collaborative environments for our educators and staff as well as her responsiveness to the specific needs and sensibilities of all the communities that comprise Region One are only two of her many exceptional qualities. I look forward to seeing where she will guide us as a school system and as a community.”


Ms. Carter will officially begin immediately as the permanent Superintendent, continuing the work that she and the Region 1 staff began in the summer. “I am honored to be selected for this role and I am so excited to continue working with my colleagues, families and community members to provide an outstanding education for Region 1 students. I look forward to continuing our work together through this challenging time and to a better and brighter future for all of us. I thank everyone for their support and trust. The northwest corner of CT has been my home for twenty years and my time in Region 1 has been the most rewarding chapter of my career history.”
